NATIONAL COLLEGE FOR DUI DEFENSE, INC.

Attorney, Consultant and Author, William C. Head was born in Columbus, GA in 1951. Mr. Head has been licensed to practice in Georgia since 1976 and South Carolina since 1990. He also established his private practice in 1976. Mr. Head graduated from the University of Georgia in 1973 with a B.A. in History (with honors) and in 1976 from the University of Georgia School of Law with a Juris Doctor degree. He has been named to the University of Georgia Moot Court General Board, Order of the Barristers, Who's Who in the World, Who's Who in American Law, Who's Who in the South and Southwest, Who's Who in Business and Industry, and Who's Who in America.

Mr. Head was named “Top DUI Lawyer in America” by the National College for DUI Defense, Inc., at Harvard Law School in July of 2003. Mr. Head is a frequent seminar lecturer on DUI law, criminal trial practice and on legal issues surrounding the use of alcohol and drugs. He serves as National Editor of the DWI Journal. He and his firm [Head, Thomas, Webb & Willis, LLC] are "av" rated (highest) with Martindale-Hubbell, America`s oldest and most respected attorney rating service. Martindale-Hubbell has also named Mr. Head and his firm to "The Bar Registry of Pre-Eminent Attorneys" for the past six years. He is the author of four books on DUI-related issues including 101 Ways to Avoid a Drunk Driving Conviction (©Maximar Publishing Company 1991) which he co-authored with Reese I. Joye of North Charleston, SC. The second edition of this book (with 202 WAYS to Avoid a Conviction) will be released in July of 2006. He completed the first ever national, in-depth book on DUI-DWI law written for clients called The DUI Book, published in May, 2006

He is the author of The Georgia DUI Trial Practice Manual (©Thomson-West 1996-2006). In addition, he is the author of (1) "Georgia Jurisprudence," vol. 20, ch. 35, part 8, "Automobile Traffic Offenses: Driving Under the Influence," 1995 Lawyers Co-op Publishing Co., Rochester, NY; (2) Medical-Legal Aspects of Alcohol (4 th Edition), "Defense of Driving Under the Influence Cases," 2003, Lawyers & Judges Publishing Co., Tucson, AZ; (3) Update Editor,An Introduction to Law in Georgia, "Behind the Wheel," (1995 Update), Carl Vinson Institute of Government of the University of Georgia (text on legal rights for Georgia high school students) (4) The author of "Five Myths About Defending Accused Drunk Drivers," ATLA Trial Magazine, vol. 29, no. 3, p. 64, 3/93. Mr. Head’s law practice is limited to the defense of contested DUI, drug offense and vehicular homicide cases. For 15 years, Mr. Head has coordinated a statewide network of more than 80 Georgia DUI attorneys who regularly share cutting-edge information on Georgia DUI practice.

In January 2000, former Gov. Roy Barnes appointed Mr. Head to a national symposium dealing with “Aggressive Driving”. The Symposium was coordinated by NHTSA ( National Highway Traffic and Safety Administration) in Washington, DC. He was elected National Chairman of the 200+ member Symposium. In connection with this, he made a presentation to the Lifesavers 2000 Conference in March 2000. Mr. Head was one of the original twelve Regents who started the National College for DUI Defense, Inc in 1995. He is a retired Regent at this time. He also holds "Life Member" status in the NACDL, GACDL, and SCACDL. He is also a member of the ATLA, the ABA, the Atlanta Bar Association, and the Gwinnett County Bar Association and is founder of two national web sites for DUI-DWI trial attorneys, www.DrunkDrivingDefense.com and www.DUI-DWI.com. He is certified to operate an Intoxilyzer 5000 breath testing instrument and owns the model of the Intoxilyzer 5000 used in Georgia. He also received factory certification to operate the BAC Datamaster infrared breath testing instrument in 2004.

He has produced a 90-minute videotape on crime laboratory testing methods and procedures in conjunction with the University of Tennessee Medical School, Department of Toxicology in April of 2000. Mr. Head holds a certificate of completion for the Robert F. Borkenstein Course on Alcohol, Drugs, and Highway Safety: Testing, Research, and Litigation based out of Indiana University at Bloomington and is a provisional member of the International Association for Chemical Testing (IACT) as well as member of the jurisprudence section of the American Academy of Forensic Scientists (AAFS).

In 1994, Mr. Head sponsored the first training program in America that enabled defense attorneys to be certified practitioners in the NHTSA standardized field sobriety tests [SFSTs]. He also sponsored the first certification course for defense attorneys for the Intoxilyzer 5000 breath machine in 1996. He then sponsored the first 40-hour certification course that allowed defense attorneys to become certified as SFST instructors. In 1998, he sponsored and enrolled in a comprehensive Blood and Urine Testing training seminar held in Lake Tahoe. In 2005, he sponsored the first DRE Overview Course for criminal defense attorneys and the first SFST Advanced Update Course for attorneys. He is not only an SFST instructor now, but helps teach other defense attorneys (including public defenders at no cost) every year.

In the cover story for Atlanta Magazine (March, 2000), Mr. Head was recognized as the state’s "best DUI lawyer" based upon a survey of Georgia lawyers. He has also been named one of Georgia’s “Super Lawyers” every year that this designation has been awarded by Law & Politics Magazine. He has also been named as one of Georgia’s “Legal Elite” by Georgia Trend Magazine.
